Federal law enforcement officers arrested a 35-year-old local woman on Wednesday following an investigation into an alleged plot to detonate explosives inside the New York State Capitol. Authorities from the FBI and local police departments took Jessica Bowie into custody after a multi-week surveillance operation. Federal prosecutors in the Northern District of New York filed a criminal complaint charging her with attempting to provide material support to a foreign terrorist organization.

According to court filings, investigators allege that Bowie converted to Islam five years ago and formally swore a pledge of allegiance to ISIS earlier this year. Charging documents indicate that between mid-July and mid-August, she conducted repeated reconnaissance of the state legislative building. She reportedly told an informant that targeting federal facilities like the White House presented too many logistical hurdles, opting instead to direct her efforts toward state officials in Albany.

Court records outline that the defendant allegedly intended to inflict high-level casualties among elected representatives and legislative personnel. In interactions detailed by prosecutors, she reportedly expressed an explicit target, stating, “We definitely want to make sure the senators get killed for sure”. Investigators also allege that she discussed concealing a homemade explosive device “in a DoorDash bag” to bypass security screening.

Law enforcement officers took Bowie into custody immediately after she exited a meeting with an undercover human source. At the time of her arrest, agents seized a firearm, a loaded magazine, ammunition, knives, and a preliminary explosive assembly. She was also found carrying a handwritten bayah, a traditional oath of loyalty to the terrorist group. Agents noted that upon being detained, she reportedly admitted, “There’s no helping me”.

The joint operation involved federal agents from the FBI’s Albany field office alongside state and local law enforcement partners. Prosecutors confirmed that Bowie remains in federal custody pending her initial appearance before a United States magistrate judge.
